Two more people are now in custody in connection with a robbery at London's Heathrow Airport in which 21 people sustained injuries by a substance believed to be pepper spray, according to law enforcement.

A man, 24, was arrested in Lambeth for suspected theft and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. They both are still being held, authorities confirmed.

The arrests come after an investigation into an assault at the multi-level parking garage at Terminal 3 this past Sunday. Prior to the incident, a pair of female travelers were robbed of their suitcases after getting out of a car park lift.

A toddler aged three was one of the injured during the incident. Five people were taken to the hospital for treatment and have since been released.

Police detained a 31-year-old man on suspicion of theft and assault near the scene. He was subsequently released pending further inquiries while inquiries continue.

Authorities were alerted at about 08:10 GMT after reports came in regarding several people hurt by an irritating chemical believed to be pepper spray.

The assault - an event that authorities stated was isolated and not being treated as an act of terror - resulted in delays to rail services and the partial closure of the Central Terminal Area tunnel and the Terminal 3 car park for a short time.
